Delegates Hansen and Hornbuckle move to amend Com Sub for HB4600 on page 5, Section 5, line 106, by striking out the period at the end of the sentence and inserting a colon and the following proviso:
"Provided: That for absentee ballots cast by a voter who is absent from the county throughout the period and available hours for voting in person because of attendance at a college, university, or other place of education or training as defined in §3-3-1(b)(2)(B) of this code, absentee ballots returned by United States mail or other express shipping service are to be accepted if the ballot is received by the official designated to supervise and conduct absentee voting no later than the day after the election; or the ballot bears a postmark of the United States Postal Service dated no later than election day and the ballot is received by the official designated to supervise and conduct absentee voting no later than the hour at which the board of canvassers convenes to begin the canvass."
